6baac3473b Make documentation links on welcome page work for prereleases 
On a prerelease or release candidate of Wagtail, the documentation links on the welcome page are broken, which may confuse users into thinking this is a bug. In this case, we should link to the 'latest' branch of the docs, and use the 'main' version (e.g. 2.4a0 => 2.4) as the release notes page.

17fc5cc913 add slovak character map for js slug generation 
Porting of Django PR #9325, which fixes Django ticket #28768. These
changes were made in Django 2.1.

This adds support for certain Slovak characters when auto-generating
slugs for new pages. This logic is only triggered if
settings.WAGTAIL_ALLOW_UNICODE_SLUGS is set to False; see

http://docs.wagtail.io/en/v2.1.1/advanced_topics/settings.html#unicode-page-slugs

To test, create a new page and enter a title like "Vŕba". The
page's slug field will be automatically set to "vrba". In the
previous behavior, this would instead be automatically set to "vba".

7842e4907b Added last login to the admin Users list 
Added a table header and data element to the html template for users list. Table now includes a human readable last login date. Code is exactly the same as the Document list column.

3a678a4e32 Make text 'There is one match' more translation-friendly 
For languages that have more than 2 plural forms (e.g. Belarussian)
it's important for all the translation to have counter variable
included. Otherwise transifex won't let translators include a variable
like that to the forms that need it (e.g. we can't use counter for 2,
3 or 4 in Belarussian).

a5416d8604 Fix tests that check storage.exists on missing files 
Several tests that check for the deletion of underlying files of FileField were implemented incorrectly: the filename of a FileField is cleared on deletion, so they were testing the presence of None as a filename rather than testing the filename we're interested in.

Up until bb81c22d90 , None was being cast to a string and thus the assertions were always succeeding (assuming no file named "None" existed); the removal of this cast has caused the error to surface in Django 2.2a0.

bfbdc21bdb Use a nicer documents chooser help message if no documents exist 
This improves helper text at documents chooser. If no documents exist
in DB, we used to display `Sorry, no documents match ""`. Let's make
it clear that no documents exist and suggest to add one if the user
has permissions to do that.
