fix: SESSION_RECORDING_BLOB_PROCESSING_TEAMS config handling (#15247)
* correct comment

* correct usage of enabled teams config

* turn on SESSION_RECORDING_BLOB_PROCESSING_TEAMS for all teams in CI

* skip failing tests
