yangguo@chromium.org 9fa953d3e7 v8: use correct timezone information on Solaris `timezone` variable contains the difference, in seconds, between UTC and local standard time (see `man 3 localtime` on Solaris). Call to `tzset` is required to apply contents of `TZ` variable to `timezone` variable. To build:

Prerequisites (Unix only):

* Python 2.6 or 2.7
* GNU Make 3.81 or newer
* libexecinfo (FreeBSD and OpenBSD only)

Unix/Macintosh:

./configure
make
make install
