Preserves truncated output for `child_process.exec()` when `maxBuffer`
is exceeded.
This is particularly useful for commands which have indistinguishable
error codes for what output they produce.

Previously only V8 options supported both dashes in them (making them
equivalent), but now Node.js also supports both styles so the note can
be removed.

On Windows, normalizeSpawnArguments set "/d /s /c" for any shells.
It cause exec and other methods are limited to cmd.exe as a shell.
Powershell and git-bash are often used instead of cmd.exe,
and they can recieve "-c" switch like unix shells.
So normalizeSpawnArguments is changed to set "/d /s /c" for cmd.exe,
and "-c" for others.

“Never pass unsanitized user input to this function” is followed by a
code example with `bad_file`, but they aren’t related. Avoid confusion
by moving the example and giving `bad_file` a more specific name.

If an application has a large RSS (GB), jorangreef
observed that child_process.spawn will block the
event loop for ms-s.
This is surprising behavior and merits documentation.

It’s not obvious what the paragraph is supposed to say.
In particular, whether and what kind of buffering mechanism
a process uses for its stdio streams does not affect that,
in general, no guarantees can be made about when it consumes data
that was sent to it.

Useful for executing in a shell because it accepts arguments as
an array instead of a string as exec does.
Depending on the circumstances,
that can prove to be useful if the arguments are already prepared.

At present, undefined values of env option will be transferred as
a "undefined" string value, and values in prototype will also be
included, which are not usual behaviors.
This commit prevents those to be transferred to the environment of
the child process.
