covert lib/fs.js over to using lib/internal/errors.js
i have not addressed the cases that use errnoException(),
for reasons described in GH-12926
- throw the ERR_INVALID_CALLBACK error
when the the callback is invalid
- replace the ['object', 'string'] with
['string', 'object'] in the error constructor call,
to better match the previous err msg
in the getOptions() function
- add error ERR_VALUE_OUT_OF_RANGE in lib/internal/errors.js,
this error is thrown when a numeric value is out of range
- document the ERR_VALUE_OUT_OF_RANGE err in errors.md
- correct the expected args, in the error thrown in the function
fs._toUnixTimestamp() to ['Date', 'time in seconds'] (lib/fs.js)
- update the listener error type in the fs.watchFile() function,
from Error to TypeError (lib/fs.js)
- update errors from ERR_INVALID_OPT_VALUE to ERR_INVALID_ARG_TYPE
in the functions fs.ReadStream() and fs.WriteStream(),
for the cases of range errors use the new error:
ERR_VALUE_OUT_OF_RANGE (lib/fs.js)

ESLint 4.x has stricter linting than previous versions. We are currently
using the legacy indentation rules in the test directory. This commit
changes the indentation of files to comply with the stricter 4.x linting
and enable stricter linting in the test directory.

On macOS, a watcher created with fs.watch() does not necessarily
start receiving events immediately. So it can miss a change by
fs.writefile() if it comes very soon after the watcher is created. Fix
test flakiness caused by this by using `setInterval()` to repeat the
write action.

The "fs" module has two functions called `maybeCallback` and
`makeCallback`, as of now.
The `maybeCallback` creates a default function to report errors, if the
parameter passed is not a function object. Basically, if the callback
is omitted in some cases, this function is used to create a default
callback function.
The `makeCallback`, OTOH, creates a default function only if the
parameter passed is `undefined`, and if it is not a function object it
will throw an `Error`.
This patch removes the `maybeCallback` function and makes the callback
function argument mandatory for all the async functions.

The test no longer waits about 5 seconds between callback invocations.
It now writes to the tmp directory rather than the fixtures directory.

As per the discussion in
https://github.com/nodejs/io.js/pull/2093#discussion_r34343965, this
patch documents the behavior of calling fs.watchFile() with a path that
does not yet exist.
This patch also includes a test which checks if a file not present, the
callback is invoked at least once and if the file is created after
the callback is invoked, it will be invoked again with new stat
objects.

When the listener was truthy but NOT a function, fs.watchFile would
throw an error through the EventEmitter. This caused a problem because
it would only be thrown after the listener was started, which left the
listener on.
There should be no backwards compatability issues because the error was
always thrown, just in a different manner.
Also adds tests for this and other basic functionality.
