Add an `serialization` option that allows child process IPC to
use the (typically more powerful) V8 serialization API.

The use of dashes -- in general, but especially in our docs -- can be
problematic. It is used inconsistently and there is always another form
of punctuation that is as good or better for the situation. In an effort
to reduce the number of variations we use to display the same types of
information, remove the various uses of dashes from the documentation.

Set the default maxBuffer size to 204,800 bytes for execSync,
execFileSync, and spawnSync.
APIs that return the child output as a string should have non-infinite
defaults for maxBuffer sizes to avoid out-of-memory error conditions. A
non-infinite default used to be the documented behaviour for all
relevant APIs, but the implemented behaviour for execSync, execFileSync
and spawnSync was to have no maxBuffer limits.

Correctly document the default maxBuffer size for execSync,
execFileSync, and spawnSync. It is 200 * 1024, not Infinity.
Add tests to verify behaviour is as documented.

The object returned by `child_process.spawnSync()` can have the `status`
property set to `null` if the process terminated due to a signal. We
even test for this in
test/parallel/test-child-process-spawnsync-kill-signal.js.
Update the documentation to reflect this.

Preserves truncated output for `child_process.exec()` when `maxBuffer`
is exceeded.
This is particularly useful for commands which have indistinguishable
error codes for what output they produce.

On Windows, normalizeSpawnArguments set "/d /s /c" for any shells.
It cause exec and other methods are limited to cmd.exe as a shell.
Powershell and git-bash are often used instead of cmd.exe,
and they can recieve "-c" switch like unix shells.
So normalizeSpawnArguments is changed to set "/d /s /c" for cmd.exe,
and "-c" for others.

If an application has a large RSS (GB), jorangreef
observed that child_process.spawn will block the
event loop for ms-s.
This is surprising behavior and merits documentation.
