test-dh-regr is timing out in CI because crypto.createDiffieHellman() is
considerably slower after an OpenSSL upgrade. This PR modifies the
change from 11ad744a92 which made the test
FIPS-compatible. When not in FIPS mode, the test will use a shorter key
which will enable it to run much faster.

In preparation for a lint rule that will enforce
assert.deepStrictEqual() over assert.deepEqual(), change tests and
benchmarks accordingly. For tests and benchmarks that are testing or
benchmarking assert.deepEqual() itself, apply a comment to ignore the
upcoming rule.

Use stronger crypto (larger keys, etc.) for arbitrary tests so
they will pass in both FIPS and non-FIPS mode without altering
the original intent of the test cases.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

we had a few ways versions of looking for support before executing a test. this
commit unifies them as well as add the check for all tests that previously
lacked them. found by running `./configure --without-ssl && make test`. also,
produce tap skip output if the test is skipped.

The copyright and license notice is already in the LICENSE file. There
is no justifiable reason to also require that it be included in every
file, since the individual files are not individually distributed except
as part of the entire package.
DH_size returns number of bytes in a prime number, DH_compute_key returns number
of bytes in a remainder of exponent, which may have less bytes than a prime
number. Therefore add 0-padding to the allocated buffer.
