The security release process is spread across multiple files. Merge
these two files to remove duplication and inconsistency. Also, make the
format more useful for inserting into the description of the Next
Security Release issue description.
This seems an obvious candidate for a github issue template, but if it
was, the content would not be reviewable by anyone outside of those on
the security teams, and the process should be public for purposes of
transparency and review.

The doc/guides directory looks like a place for guides to using Node.js
but it's actually where we store development/internal documentation.
Move the benchmark guide to the benchmark directory where someone (who
doesn't know that bit of somewhat-surprising information) is more likely
to find it.

The two-week wait period for merging npm releases is one of those rule
exceptions that would be great to get rid of (in my opinion at least).
There are too many exceptions to our rules and they tend to be scattered
across multiple documents. People don't feel confident they know the
rules, thus hampering both project velocity and Collaborator confidence.
It also means I (and perhaps others?) get lots of pings about whether
this or that can land, etc.
This particular issue has come up a few times lately, and is
specifically calling for an exception-to-the-exception so that the
latest version of npm can be released along with Node.js 13.0.0.

I propose here reducing the wait period from two weeks to one week. If,
after some amount of time, there seems to be no problems caused by this
change, we can consider further reducing the wait period to 48 hours to
align it with all other change requests. Even if you think that is going
too far, hopefully we can at least get it reduced to a week, as the
second week of the waiting period is usually just the PR sitting around
with an occasional ping from someone about whether/when it can land.

V8 CodeEventHandler, V8 CpuProfiler, Linux perf and the
`--interpreted-frames-native-stack`, `--prof` and `--prof-process` flags
satisfies our Diagnostics Support requirements for Tier 3. V8
CodeEventHandler and CpuProfiler are tested as part of our V8 CI, and
`Linux perf` / `--interpreted-frames-native-stack` are tested by
`test/v8-updates/test-linux-perf.js`. `--prof` and `--prof-process` are
tested in Node.js test suite.

This commit removes `common.crashOnUnhandledRejection()` and adds
`common.disableCrashOnUnhandledRejection()`.
To reduce the risk of mistakes and make writing tests that involve
promises simpler, always install the unhandledRejection hook in tests
and provide a way to disable it for the rare cases where it's needed.

This change in policy sets clear terms for when / how npm releases
can be landed into master and how long they are expected to bake in the
ecosystem. This is to cover all release types of npm including semver-major
releases.
What Node.js releases the updates land into are at the discretion of the
release team.

This commit adds examples of specifying filters when running cctest.
This can be useful when debugging and limiting the test cases run to
the test cases of interest and I think worth documenting.

this code change updates pull-requests.md to instruct developers to
update their local git config instead of global. This way their global
git config won't be overwritten if they use different email ID for work
or personal or non-Github projects

This cleans up and removes lttng support completely. Recent discussion
on a PR to deprecate lttng suggested that we remove it completely
pending feedback from the TSC.
This should be considered a non breaking change, as a recent PR reveals
that compiling with this system has been broken for nearly two years.
