This introduces some code to convert from V8's test JSON output to JUnit
XML. We need this because V8's latest refactor of their test runner has
made it difficult to float our JUnit reporter patch on top (see the
referenced issue).
I also think that there needs to be the same changes to vcbuild.bat, but
I don't know how to do test those yet. I can create a Windows VM and
test it if we decide to go with this approach.

For developing c++ source files, clangd generates an index file for
project via `./configure -C`. We can safely ignore the file from
tracking.

GitHub Actions is running all tests already present on Travis, as well
as building on more platforms (OS X and Windows). With Travis we're also
getting timeouts more frequently than with Actions, which gives the
false impression tests are failing (making it harder to triage PRs ready
to merge).
To make our config simpler, CI.yml and pythonpackage.yml got merged. The
coverage is also increased by running tests on OS X.

Explicitly pass the WiX SDK directory when building the MSI. WiX
doesn't (yet?) have a directory for VS2019, so use the one for VS2017
which should be compatible.

This patch adds a `make format-cpp` shortcut to the Makefile
that runs clang-format on the C++ diffs, and a
`make format-cpp-build` to install clang-format from
npm.
To format staged changes:
```
$ make format-cpp
```
To format HEAD~1...HEAD (latest commit):
```
$ CLANG_FORMAT_START=`git rev-parse HEAD~1` make format-cpp
```
To format diff between master and current branch head (master...HEAD):
```
$ CLANG_FORMAT_START=master make format-cpp
```
Most of the .clang-format file comes from running
```
$ clang-format --dump-config --style=Google
```
with clang-format built with llvm/trunk 328768 (npm version 1.2.3)
The clang-format version is fixed because different version of
clang-format may format the files differently.

Instead of requiring `./configure` to be run again after
the file changed, first try to re-run the configure script
with the arguments with which it was originally run.
Usually, those arguments will either contain no flags,
or all flags that were passed are still supported.

The timers directory test, utilizing FakeTime, has not worked in
quite a while and is not truly testing Node.js behaviour. If a
similar test is necessary it would be better suited to libuv
on which Node.js relies for timers functionality.
