[1.6.x] Fixed #21452 -- Non-autocommit connections to PostgreSQL.

When settings.DATABASES['default']['AUTOCOMMIT'] = False, the connection
wasn't in autocommit mode but Django pretended it was.

Thanks Anssi for analysing this issue.
